Building permit department (lower building supervisory authority)

The Building Permit Department in the Office for Building Regulations and Monument Protection performs the tasks of the lower building supervisory authority in accordance with the Thuringian Building Regulations (ThürBO) and is divided into three areas, which perform the following tasks:

Project review area:

This is where the building applications are examined with regard to the admissibility of the projects under planning law and compliance with public law regulations, including the involvement of public agencies. In addition, specific questions are examined in the preliminary decision procedure. If all requirements are met, corresponding favorable decisions are issued. Decisions on exceptions, exemptions and deviations are also made in this context.
Hearings are held for non-favorable decisions.
The procedures in the approval exemption procedure are also handled in this area.

Building applications for advertising structures are also examined here.


Technical verification area:

Static calculations and fire protection certificates are checked here.
Furthermore, some of the requested deviations from fire protection regulations are checked here.
In addition, during the execution of projects, checks are carried out for compliance with relevant regulations and guidelines on the basis of the test reports / available execution documents.
The acceptance of temporary structures and related individual events is another area of activity.
Advice is provided to structural engineers, specialist planners and draftsmen on the relevant issues.

Construction area:
Here, the inspection of the erected structures is carried out on the basis of the permits issued during the execution phase, in particular through
Site inspections, evaluating the findings and initiating further measures, conducting hearings during the construction phase, drafting building cessation orders including cost assessments, obtaining the necessary certificates as a prerequisite for the commencement of use, determining administrative offenses in the event of building law violations and statistical surveys.
The job profile also includes processing building law issues outside of ongoing building permit procedures, including the associated hearings or building cessation orders.
