Counseling and support as part of the Social Code Book Eight (SGB VIII) is aimed at (especially separated) parents with underage children and young adults up to the age of 21. 

Guardianship is a free service offered by the Youth Welfare Office in the context of establishing paternity and claiming maintenance if the applicant is initially unable to find an amicable solution with the other parent(s). A guardianship can only exist until the child reaches the age of majority and does not restrict the applicant's parental custody.

By written application  the guardianship according to § 1713 BGB

  1. by the parent who has sole parental custody for the area of responsibility (paternity and/or maintenance),
    in the case of joint custody, the parent in whose care the child is, or also
    by the voluntarily appointed guardian and a caregiver to whom matters of parental care have been transferred in accordance with Section 1630 Para. 3 BGB,

be set up. The guardian helps to represent and enforce the interests of the child in the above-mentioned areas of responsibility. The legal guardianship ends by law when the child reaches the age of majority; the youth welfare office can then provide advice if necessary. The guardianship can also be terminated by written notification from the person who once applied for the guardianship.
